Narrative:
We were on a washington approach flying in from the west. Me and the first officer both briefed for runway 1L when approach gave us a vector for runway 1R. That being unusual I questioned the instructions and the controller verified the vector for runway 1R. The controller then passed us on to the next controller who then told us runway 1R; gave us another vector; cleared us for the approach for runway 1R and told us to contact tower. Once we contacted tower; they said to us; 'aren't we off course;' and we confirmed with the tower controller that we were capturing the localizer for runway 1R. That controller said we were supposed to be going to runway 1L; make an immediate heading wbound where he then handed us back to approach who gave us vectors back for runway 1L. We were given vectors back around for runway 1L and when I questioned the controllers I was ignored. The event occurred because somewhere the communication between approach control and tower wasn't effective. The communication between controllers failed.

Title: CL600 FLT CREW IS ISSUED VECTORS FOR RWY 1R AT IAD BY PCT AND WHEN CHECKING IN WITH TOWER ARE INFORMED THEY SHOULD BE ON 1L. VECTORS ARE ISSUED FOR ANOTHER APPROACH.
Narrative: WE WERE ON A WASHINGTON APCH FLYING IN FROM THE W. ME AND THE FO BOTH BRIEFED FOR RWY 1L WHEN APCH GAVE US A VECTOR FOR RWY 1R. THAT BEING UNUSUAL I QUESTIONED THE INSTRUCTIONS AND THE CTLR VERIFIED THE VECTOR FOR RWY 1R. THE CTLR THEN PASSED US ON TO THE NEXT CTLR WHO THEN TOLD US RWY 1R; GAVE US ANOTHER VECTOR; CLRED US FOR THE APCH FOR RWY 1R AND TOLD US TO CONTACT TWR. ONCE WE CONTACTED TWR; THEY SAID TO US; 'AREN'T WE OFF COURSE;' AND WE CONFIRMED WITH THE TWR CTLR THAT WE WERE CAPTURING THE LOC FOR RWY 1R. THAT CTLR SAID WE WERE SUPPOSED TO BE GOING TO RWY 1L; MAKE AN IMMEDIATE HDG WBOUND WHERE HE THEN HANDED US BACK TO APCH WHO GAVE US VECTORS BACK FOR RWY 1L. WE WERE GIVEN VECTORS BACK AROUND FOR RWY 1L AND WHEN I QUESTIONED THE CTLRS I WAS IGNORED. THE EVENT OCCURRED BECAUSE SOMEWHERE THE COM BTWN APCH CTL AND TWR WASN'T EFFECTIVE. THE COM BTWN CTLRS FAILED.
