Narrative:
I believe what really caused this incident is the very tense and distraction atmosphere I work in. For the past 2 yrs; management at ZDC has effected working conditions for controllers that discourage communications and shut off the ability of controllers to raise issues and see resolution to grievances.

Title: ZDC CTLR EXPERIENCED OPERROR AT FL240 ALLEGING FAC TENSE AND DISTRACTING ATMOSPHERE AS CAUSAL FACTORS.
Narrative: I BELIEVE WHAT REALLY CAUSED THIS INCIDENT IS THE VERY TENSE AND DISTR ATMOSPHERE I WORK IN. FOR THE PAST 2 YRS; MGMNT AT ZDC HAS EFFECTED WORKING CONDITIONS FOR CTLRS THAT DISCOURAGE COMS AND SHUT OFF THE ABILITY OF CTLRS TO RAISE ISSUES AND SEE RESOLUTION TO GRIEVANCES.
