Narrative:
Strong winds from the south. 1ST aircraft evv..cvg climbing. 2ND; stl..sdf descending. 1ST aircraft was about 80 KTS slower than aircraft #2. When issued a climb to aircraft #1 turned to the north to go behind aircraft #2. Speed increased dramatically and was caught off guard.

Narrative: STRONG WINDS FROM THE S. 1ST ACFT EVV..CVG CLBING. 2ND; STL..SDF DSNDING. 1ST ACFT WAS ABOUT 80 KTS SLOWER THAN ACFT #2. WHEN ISSUED A CLB TO ACFT #1 TURNED TO THE N TO GO BEHIND ACFT #2. SPD INCREASED DRAMATICALLY AND WAS CAUGHT OFF GUARD.
