Narrative:

Aircraft was found today during the preflight with an aft fairing out of place. This fairing covers the panel immediately below the horizontal stabilizer. This issue involved several (half dozen) B757 aircraft 4 or 5 yrs ago; and I again found one back in 2005. At that time I was told by a maintenance supervisor that it appeared this could only be happening during heavy checks and to let him know if I found any more. This is the first one I've seen since aircraft back in 2005. This item is not something that would be easy to catch by a routine walkaround; but only with knowledge of past experience. For that reason; I suggest that quality assurance take appropriate action to ensure this issue is not recurring. Callback conversation with reporter revealed the following information: reporter stated his concerns that maintenance is not correctly installing this horizontal fairing. Most flight crews doing walk arounds would not realize this fairing leading edge was situationting outside of its intended guide strap.

Title: A B757-200 ACFT R-HAND HORIZ STAB MOVEABLE LOWER ATTACH FAIRING LEADING EDGE WAS FOUND NOT PROPERLY INSTALLED UNDER THE AFT FUSELAGE FAIRING GUIDE.

Narrative: ACFT WAS FOUND TODAY DURING THE PREFLT WITH AN AFT FAIRING OUT OF PLACE. THIS FAIRING COVERS THE PANEL IMMEDIATELY BELOW THE HORIZ STABILIZER. THIS ISSUE INVOLVED SEVERAL (HALF DOZEN) B757 ACFT 4 OR 5 YRS AGO; AND I AGAIN FOUND ONE BACK IN 2005. AT THAT TIME I WAS TOLD BY A MAINT SUPVR THAT IT APPEARED THIS COULD ONLY BE HAPPENING DURING HVY CHKS AND TO LET HIM KNOW IF I FOUND ANY MORE. THIS IS THE FIRST ONE I'VE SEEN SINCE ACFT BACK IN 2005. THIS ITEM IS NOT SOMETHING THAT WOULD BE EASY TO CATCH BY A ROUTINE WALKAROUND; BUT ONLY WITH KNOWLEDGE OF PAST EXPERIENCE. FOR THAT REASON; I SUGGEST THAT QUALITY ASSURANCE TAKE APPROPRIATE ACTION TO ENSURE THIS ISSUE IS NOT RECURRING. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: REPORTER STATED HIS CONCERNS THAT MAINT IS NOT CORRECTLY INSTALLING THIS HORIZONTAL FAIRING. MOST FLIGHT CREWS DOING WALK AROUNDS WOULD NOT REALIZE THIS FAIRING LEADING EDGE WAS SITUATIONTING OUTSIDE OF ITS INTENDED GUIDE STRAP.
