Narrative:
Air carrier X was cleared to maintain 320K. Air carrier Y in trail of air carrier X was also assigned 320K. Air carrier X slowed to 280K without clearance. Air carrier Y had to be stopped at 11000 ft. Slowed to 250K to maintain separation. Air carrier Y was turned away from ZME airspace in order to comply with LOA procedures that state that mem ARTCC will cross the xfer of control point at 10000 ft and 5 mi in trail spacing constant or increasing. Air carrier Y turn radius resulted in the aircraft coming within 2 1/2 mi of ZME airspace without a handoff or pointout.

Title: ZME CTLR ENTERED MEM AIRSPACE WITHOUT COORD BECAUSE OF UNEXPECTED SPEED REDUCTION BY IN TRAIL ACFT REQUIRING AN IMMEDIATE TURN.
Narrative: ACR X WAS CLRED TO MAINTAIN 320K. ACR Y IN TRAIL OF ACR X WAS ALSO ASSIGNED 320K. ACR X SLOWED TO 280K WITHOUT CLRNC. ACR Y HAD TO BE STOPPED AT 11000 FT. SLOWED TO 250K TO MAINTAIN SEPARATION. ACR Y WAS TURNED AWAY FROM ZME AIRSPACE IN ORDER TO COMPLY WITH LOA PROCS THAT STATE THAT MEM ARTCC WILL CROSS THE XFER OF CTL POINT AT 10000 FT AND 5 MI IN TRAIL SPACING CONSTANT OR INCREASING. ACR Y TURN RADIUS RESULTED IN THE ACFT COMING WITHIN 2 1/2 MI OF ZME AIRSPACE WITHOUT A HDOF OR POINTOUT.
