Narrative:
After departure from runway 29L at vrb; climbing to 4500 ft at 220 degree heading; the airport changed runways to runway 11R. At approach 500 ft another aircraft came in for landing. ATC instructed that pilot to turn right; which put it on a collision course with my aircraft. I immediately stated not to turn right as I was then in its flight path. Since I was at full power I increased my altitude to avoid a midair collision. I think I missed the other aircraft by being 100 ft higher. I think that the controller should have instructed me to turn left or not to instruct the other aircraft to turn right. Callback conversation with reporter revealed the following information: the tower must not have had the other aircraft in sight when instructions were given to turn right. The other aircraft never acknowledged the reporter's instructions not to turn; which resulted in an near midair collision.

Title: C172 PILOT ON DEPARTURE FROM RWY 29L AT VRB REPORTS NMAC WITH ANOTHER GA ACFT ON APPROACH TO RWY 11R AND UNDER TWR CONTROL.
Narrative: AFTER DEP FROM RWY 29L AT VRB; CLBING TO 4500 FT AT 220 DEG HDG; THE ARPT CHANGED RWYS TO RWY 11R. AT APCH 500 FT ANOTHER ACFT CAME IN FOR LNDG. ATC INSTRUCTED THAT PLT TO TURN R; WHICH PUT IT ON A COLLISION COURSE WITH MY ACFT. I IMMEDIATELY STATED NOT TO TURN R AS I WAS THEN IN ITS FLT PATH. SINCE I WAS AT FULL PWR I INCREASED MY ALT TO AVOID A MIDAIR COLLISION. I THINK I MISSED THE OTHER ACFT BY BEING 100 FT HIGHER. I THINK THAT THE CTLR SHOULD HAVE INSTRUCTED ME TO TURN L OR NOT TO INSTRUCT THE OTHER ACFT TO TURN R. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE TOWER MUST NOT HAVE HAD THE OTHER ACFT IN SIGHT WHEN INSTRUCTIONS WERE GIVEN TO TURN RIGHT. THE OTHER ACFT NEVER ACKNOWLEDGED THE REPORTER'S INSTRUCTIONS NOT TO TURN; WHICH RESULTED IN AN NMAC.
