Narrative:
Arriving ZZZ at approximately 5000 ft; approach issued clearance to slow from 250 KTS to 210 KTS. We noticed 2 targets on TCAS. One at 400 ft above aircraft; the other 400 ft below aircraft. Both targets started to close; TCAS displayed 2 aircraft at 200 ft above and below. Received an RA at 100 ft from aircraft displayed below to climb; which I did. I was not issued vertical speed guidance on the vsi. I climbed until RA terminated and continued to maintain outside vigilance; advised ATC. First officer saw a light cessna aircraft pass off to the right and below. I do question why TCAS displayed 2 targets. Approach confirmed 1 target below aircraft and tagged target aircraft for follow-up. Callback conversation with reporter revealed the following information: the reporter stated that the first officer did indeed see an aircraft below his aircraft about .5 miles away but not one above them as the TCAS would suggest. The TCAS box was removed and sent to maintenance but the reporter has not received a report on the findings.

Narrative: ARRIVING ZZZ AT APPROX 5000 FT; APCH ISSUED CLRNC TO SLOW FROM 250 KTS TO 210 KTS. WE NOTICED 2 TARGETS ON TCAS. ONE AT 400 FT ABOVE ACFT; THE OTHER 400 FT BELOW ACFT.
