Narrative:

A military learjet was coordinated to enter my airspace (FL240-FL999) climbing at 2000 FPM or greater to an altitude of FL410. The aircraft in question was negative rvsm. The aircraft did not maintain the rate of climb assigned. I turned said aircraft to achieve pilot altitude and asked rate of climb. Pilot came back and said he was only climbing at 1000 FPM. He then said that; due to the turn; he could not maintain 2000 FPM. This is critical information to know. I then had to turn and descend 3 other airplanes to avoid hitting the learjet. This happened at one of the busiest sectors in washington ARTCC during the busiest period of the day. This will be the last time that I will approve a non rvsm aircraft into my airspace. We were told about 5 yrs ago; that non rvsm aircraft do not have any priority. And that military aircraft were not capable of rvsm due to cockpit restraints. This was a learjet. If the us government can spend billions of dollars a day; then they certainly can update their military cpr jets.

Title: ZDC CTLR WAS REQUIRED TO DESCEND THREE ACFT TO ACCOMMODATE MIL ACFT LACK OF CLIMB PERFORMANCE; ALLEGING NON-RVSM STATUS AS CAUSAL FACTOR.

Narrative: A MIL LEARJET WAS COORDINATED TO ENTER MY AIRSPACE (FL240-FL999) CLBING AT 2000 FPM OR GREATER TO AN ALT OF FL410. THE ACFT IN QUESTION WAS NEGATIVE RVSM. THE ACFT DID NOT MAINTAIN THE RATE OF CLB ASSIGNED. I TURNED SAID ACFT TO ACHIEVE PLT ALT AND ASKED RATE OF CLB. PLT CAME BACK AND SAID HE WAS ONLY CLBING AT 1000 FPM. HE THEN SAID THAT; DUE TO THE TURN; HE COULD NOT MAINTAIN 2000 FPM. THIS IS CRITICAL INFO TO KNOW. I THEN HAD TO TURN AND DSND 3 OTHER AIRPLANES TO AVOID HITTING THE LEARJET. THIS HAPPENED AT ONE OF THE BUSIEST SECTORS IN WASHINGTON ARTCC DURING THE BUSIEST PERIOD OF THE DAY. THIS WILL BE THE LAST TIME THAT I WILL APPROVE A NON RVSM ACFT INTO MY AIRSPACE. WE WERE TOLD ABOUT 5 YRS AGO; THAT NON RVSM ACFT DO NOT HAVE ANY PRIORITY. AND THAT MIL ACFT WERE NOT CAPABLE OF RVSM DUE TO COCKPIT RESTRAINTS. THIS WAS A LEARJET. IF THE US GOV CAN SPEND BILLIONS OF DOLLARS A DAY; THEN THEY CERTAINLY CAN UPDATE THEIR MIL CPR JETS.
