Narrative:

At tampa international; we have been working under an informal noise abatement program for many yrs. When on a north operation; we land all jets (including cpr and GA) on runway 36L. For commercial airliners this is merely an inconvenience requiring some to taxi a further distance. For all cpr and GA jets this procedure requires them to cross our other main runway 36R; to get to their respective FBO for parking. Every day we land anywhere from 30-60 GA jets and are on a north operation at least 60% of the yr. This means that we are crossing an active runway unnecessarily over 6000 times a yr. We recently had a runway incursion in which a local controller forgot he had given ground control permission to cross runway 36R with a cpr jet who had landed on the left side per the informal noise abatement agreement. He cleared a B737 for takeoff. The B737 saw the citation crossing down field and aborted his takeoff. Considering the staggering amount of times this procedure is used; it seems amazing more runway incursions have not occurred. By simply allowing these cpr jets to land on runway 36R; not only would this runway incursion have been averted; but over 6000 opportunities for an incursion every yr would be eliminated.

HE CLRED A B737 FOR TKOF. THE B737 SAW THE CITATION XING DOWN FIELD AND ABORTED HIS TKOF. CONSIDERING THE STAGGERING AMOUNT OF TIMES THIS PROC IS USED; IT SEEMS AMAZING MORE RWY INCURSIONS HAVE NOT OCCURRED. BY SIMPLY ALLOWING THESE CPR JETS TO LAND ON RWY 36R; NOT ONLY WOULD THIS RWY INCURSION HAVE BEEN AVERTED; BUT OVER 6000 OPPORTUNITIES FOR AN INCURSION EVERY YR WOULD BE ELIMINATED.
