Narrative:
I was the PF and during our visual approach; I called for flaps 15 degrees. Pm (captain) was unable to move lever past slat 15 degree position. No ECAM messages; faults; abnormalities; warnings were ever observed on any system. Declared emergency; reviewed abnormal approach speeds; landing distance and zero flap approach. Captain switched to PF and landed safely. Emergency vehicles released at taxi speed.
