Narrative:
Juneau tower closes at XA00 pm each night. Juneau tower continues to issue IFR clrncs to air carrier aircraft and then close without a hold for release. When juneau tower closes; the juneau airport becomes uncontrolled. Aircraft issued IFR clrncs are free to depart. I have worked at jnu AFSS for 13 yrs as atcs. I have expressed my concern to every supervisor and manager at our facility after each event over the last 13 yrs. The juneau tower manager has had at least 5 meetings at our facility in the last 5 yrs. I have informed the anchorage regional office and anyone who would listen. Last week a supervisor at zan called me and asked questions about air carrier X clearance. The following has occurred with no corrective action taken. Juneau tower issues IFR clearance with no hold for release and closes. Juneau tower has not informed juneau AFSS that an IFR clearance was issued. Juneau tower has not informed zan that an IFR clearance was issued. I can remember air carrier Y departing juneau without juneau AFSS or anchorage center knowledge. On nov/xa/07; XA00 pm; juneau tower issued IFR clearance to air carrier X without a hold for release and closed. Air carrier X taxied to runway 8 for departure. Air carrier Z was cleared for the approach for runway 8 at juneau by zan. On nov/xb/07 XA00 pm; juneau tower did not advise me on IF1 that air carrier a had a hold for release until I asked the controller. I am told the issue is between juneau tower and zan. The problem is juneau AFSS is handed a deal and told it is our job to catch and correct the errors each night. Juneau AFSS is not located on the airfield.

WHEN JUNEAU TWR CLOSES; THE JUNEAU ARPT BECOMES UNCTLED. ACFT ISSUED IFR CLRNCS ARE FREE TO DEPART. I HAVE WORKED AT JNU AFSS FOR 13 YRS AS ATCS. ON NOV/XA/07; XA00 PM; JUNEAU TWR ISSUED IFR CLRNC TO ACR X WITHOUT A HOLD FOR RELEASE AND CLOSED. ACR X TAXIED TO RWY 8 FOR DEP. ACR Z WAS CLRED FOR THE APCH FOR RWY 8 AT JUNEAU BY ZAN. ON NOV/XB/07 XA00 PM; JUNEAU TWR DID NOT ADVISE ME ON IF1 THAT ACR A HAD A HOLD FOR RELEASE UNTIL I ASKED THE CTLR. I AM TOLD THE ISSUE IS BTWN JUNEAU TWR AND ZAN. THE PROB IS JUNEAU AFSS IS HANDED A DEAL AND TOLD IT IS OUR JOB TO CATCH AND CORRECT THE ERRORS EACH NIGHT. JUNEAU AFSS IS NOT LOCATED ON THE AIRFIELD.
