Narrative:

During final approach phase; just outside of runway 27 threshold; a cirrus (sr-20; 22) aircraft ignored tower instructions to 'continue downwind for runway 27' and elected to land on runway 20 which crosses runway 27 very close to the arrival end of runway 27. The tower waived off the cirrus; which subsequently passed the nose of our aircraft by 15 ft and at my altitude. I dropped the nose of my aircraft in an evasive maneuver and landed uneventfully. Problem exacerbated by extremely busy field. I learned to take a quick peek at crossing runways; even when landing. Because he came from my right; and from below; I never saw him until he filled up my windscreen. Pilot never looked in my direction.

Title: PA31 AND CIRRUS EXPERIENCE NMAC OVER INTERSECTION OF CROSSING RWYS.

PROB EXACERBATED BY EXTREMELY BUSY FIELD. I LEARNED TO TAKE A QUICK PEEK AT XING RWYS; EVEN WHEN LNDG. BECAUSE HE CAME FROM MY R; AND FROM BELOW; I NEVER SAW HIM UNTIL HE FILLED UP MY WINDSCREEN. PLT NEVER LOOKED IN MY DIRECTION.
