Narrative:

Tmu. It is tmu's responsibility to release restr areas. At approximately XB02; we had not received a coordination call from ft benning for the days R3002 airspace. On my own at XB02 I contacted range control; who said they had obtained a release at approximately XA15 from mr X. Knowing ZTL had not received such a call; we checked to see who released the airspace. No one in tmu or ZTL received a call. Ft benning; range control; mr Y coordinated with the csg sectors at A80 but at no time did mr Y call ZTL. I called our area 5 to obtain a release on the airspace. They advised someone was in it. I advised ft benning to cease fire and go cold until the area could get the aircraft out; or land -- not sure which one. This was accomplished; and at XB12 area 5 advised me 3002 a/B/C/D/east/F and MOA were released to ft benning. I advised mr Z and normal operations began. The stmc's were apprised of the situation throughout the event.

Narrative: TMU. IT IS TMU'S RESPONSIBILITY TO RELEASE RESTR AREAS. AT APPROX XB02; WE HAD NOT RECEIVED A COORD CALL FROM FT BENNING FOR THE DAYS R3002 AIRSPACE. ON MY OWN AT XB02 I CONTACTED RANGE CTL; WHO SAID THEY HAD OBTAINED A RELEASE AT APPROX XA15 FROM MR X. KNOWING ZTL HAD NOT RECEIVED SUCH A CALL; WE CHKED TO SEE WHO RELEASED THE AIRSPACE. NO ONE IN TMU OR ZTL RECEIVED A CALL. FT BENNING; RANGE CTL; MR Y COORDINATED WITH THE CSG SECTORS AT A80 BUT AT NO TIME DID MR Y CALL ZTL. I CALLED OUR AREA 5 TO OBTAIN A RELEASE ON THE AIRSPACE. THEY ADVISED SOMEONE WAS IN IT. I ADVISED FT BENNING TO CEASE FIRE AND GO COLD UNTIL THE AREA COULD GET THE ACFT OUT; OR LAND -- NOT SURE WHICH ONE. THIS WAS ACCOMPLISHED; AND AT XB12 AREA 5 ADVISED ME 3002 A/B/C/D/E/F AND MOA WERE RELEASED TO FT BENNING. I ADVISED MR Z AND NORMAL OPS BEGAN. THE STMC'S WERE APPRISED OF THE SIT THROUGHOUT THE EVENT.
