Narrative:

The situation that occurred is not infrequent to the airport at destin; fl. A piper saratoga was at the hold short line for runway 14 destin; fl. A cessna 182 was on final. The cessna called out his position a number of times on final but the piper pulled out in front of him resulting in a required go around for the C182. The problem appears to be the fact that the piper did not adequately clear the final approach segment of the traffic pattern before taking position for takeoff on runway 14. This is a frequent occurrence at destin; fl; along with other traffic conflicts in the air near the traffic pattern. The main solution which would prevent a great many of the occurrences would be the establishment of a control tower. I have been flying in the destin area for 8 years and have myself experienced aircraft pulling out in front of me while on final. I observed the cessna 182 making his go around; and then I talked with the cessna pilot when he came into the terminal building. Anyone who flies into the destin airport on a regular basis will readily admit that destin needs a control tower. The standing joke at dts is that a tower will be built when two planes collide with each other. I highly recommend that a survey of some sort be taken of pilots who fly into destin to get their comments on the need for a tower at destin.

Title: RPTR OBSERVES C182 ON FINAL FOR RWY 14 AT DTS GAR WHEN PA32 PULLS ON TO RWY FOR DEP. C182 PLT ANNOUNCED POSITION SEVERAL TIMES ON CTAF. RPTR RECOMMENDS ESTABLISHING A CONTROL TWR.

Narrative: THE SITUATION THAT OCCURRED IS NOT INFREQUENT TO THE ARPT AT DESTIN; FL. A PIPER SARATOGA WAS AT THE HOLD SHORT LINE FOR RWY 14 DESTIN; FL. A CESSNA 182 WAS ON FINAL. THE CESSNA CALLED OUT HIS POSITION A NUMBER OF TIMES ON FINAL BUT THE PIPER PULLED OUT IN FRONT OF HIM RESULTING IN A REQUIRED GAR FOR THE C182. THE PROBLEM APPEARS TO BE THE FACT THAT THE PIPER DID NOT ADEQUATELY CLR THE FINAL APCH SEGMENT OF THE TFC PATTERN BEFORE TAKING POSITION FOR TAKEOFF ON RWY 14. THIS IS A FREQUENT OCCURRENCE AT DESTIN; FL; ALONG WITH OTHER TFC CONFLICTS IN THE AIR NEAR THE TFC PATTERN. THE MAIN SOLUTION WHICH WOULD PREVENT A GREAT MANY OF THE OCCURRENCES WOULD BE THE ESTABLISHMENT OF A CONTROL TOWER. I HAVE BEEN FLYING IN THE DESTIN AREA FOR 8 YEARS AND HAVE MYSELF EXPERIENCED ACFT PULLING OUT IN FRONT OF ME WHILE ON FINAL. I OBSERVED THE CESSNA 182 MAKING HIS GAR; AND THEN I TALKED WITH THE CESSNA PLT WHEN HE CAME INTO THE TERMINAL BUILDING. ANYONE WHO FLIES INTO THE DESTIN AIRPORT ON A REGULAR BASIS WILL READILY ADMIT THAT DESTIN NEEDS A CONTROL TOWER. THE STANDING JOKE AT DTS IS THAT A TOWER WILL BE BUILT WHEN TWO PLANES COLLIDE WITH EACH OTHER. I HIGHLY RECOMMEND THAT A SURVEY OF SOME SORT BE TAKEN OF PLTS WHO FLY INTO DESTIN TO GET THEIR COMMENTS ON THE NEED FOR A TOWER AT DESTIN.
