Narrative:

Upon takeoff from ZZZ; flaps failed on retraction at 1000 ft AGL at 18 degrees. Continued climb to 5000 ft and informed ATC. Ran QRH abnormal procedures; informed flight attendant and passenger we would be returning to airport. Attempted to contact ZZZ operations; frequency was intermittent. Attempted to contact dispatch but was unsuccessful. Relayed status to dispatch through ZZZ operations. Calculated landing distances independently; returned to airport for uneventful landing. Landed overweight in accordance with QRH procedures. Only real trouble was inability to speak directly with maintenance or dispatch. Also; communication with operations was intermittent and broken up due to radio static.

ONLY REAL TROUBLE WAS INABILITY TO SPEAK DIRECTLY WITH MAINT OR DISPATCH. ALSO; COM WITH OPS WAS INTERMITTENT AND BROKEN UP DUE TO RADIO STATIC.
