Narrative:
Landing at tol we began to decelerate while on the adjacent taxiway a chopper was hover-taxiing for departure. Thinking nothing of it; we continued to decelerate quickly becoming abeam of the helicopter. In what seemed like a hesitant clearance; tower departed the helicopter on a heading of 225 degrees; which would cross the runway surface. We started to brake more rapidly and additionally were instructed to brake on the runway; which we fully complied with. Later in question I called tower to clarify what happened but was told that he was fine because it was 2 different surfaces. Since neither the captain nor I were satisfied with the answer and were not going to argue over an open frequency; we continued to the gate without incident. It is my opinion that an incursion occurred or at the very least a departure which did not have adequate separation. The departure was only about 40 yards directly in front of us besides the fact that the helicopter was cleared to cross the runway corridor before we were sufficiently stopped.
Original NASA ASRS Text
Title: ACR FLT CREW ON LANDING ROLL AT TOL; QUESTIONS TKOF CLEARANCE GIVEN TO HELICOPTER ON PARALLEL TXWY ALLOWING RWY OVER-FLIGHT.
Narrative: LNDG AT TOL WE BEGAN TO DECELERATE WHILE ON THE ADJACENT TXWY A CHOPPER WAS HOVER-TAXIING FOR DEP. THINKING NOTHING OF IT; WE CONTINUED TO DECELERATE QUICKLY BECOMING ABEAM OF THE HELI. IN WHAT SEEMED LIKE A HESITANT CLRNC; TWR DEPARTED THE HELI ON A HDG OF 225 DEGS; WHICH WOULD CROSS THE RWY SURFACE. WE STARTED TO BRAKE MORE RAPIDLY AND ADDITIONALLY WERE INSTRUCTED TO BRAKE ON THE RWY; WHICH WE FULLY COMPLIED WITH. LATER IN QUESTION I CALLED TWR TO CLARIFY WHAT HAPPENED BUT WAS TOLD THAT HE WAS FINE BECAUSE IT WAS 2 DIFFERENT SURFACES. SINCE NEITHER THE CAPT NOR I WERE SATISFIED WITH THE ANSWER AND WERE NOT GOING TO ARGUE OVER AN OPEN FREQ; WE CONTINUED TO THE GATE WITHOUT INCIDENT. IT IS MY OPINION THAT AN INCURSION OCCURRED OR AT THE VERY LEAST A DEP WHICH DID NOT HAVE ADEQUATE SEPARATION. THE DEP WAS ONLY ABOUT 40 YARDS DIRECTLY IN FRONT OF US BESIDES THE FACT THAT THE HELI WAS CLRED TO CROSS THE RWY CORRIDOR BEFORE WE WERE SUFFICIENTLY STOPPED.
