Narrative:
An ongoing problem of air carrier's leaving the ground frequency before they reach the runway end is increasing with regularity. It is too often that when aircraft are established on taxiway Y they switch to tower and it's not until the ground controller attempts to issue traffic; sequence or otherwise try to communication with the aircraft do they find them no longer on frequency. Normally the ground controller has to then interrupt or otherwise coordination with the tower controller to communication control instructions to the taxiing aircraft to avert conflicts. Realizing this issue is most likely already covered in the aim and other advertisements; I believe that airports could do more to address this issue by establishing frequency change-over points either delineated by signs; airport directory; or both.

Title: SJC GND CTLR VOICED CONCERN REGARDING DEP ACFT CHANGING TO TWR FREQ EARLY RESULTING IN ADDITIONAL COORD BETWEEN LCL AND GND CTLRS.
Narrative: AN ONGOING PROB OF ACR'S LEAVING THE GND FREQ BEFORE THEY REACH THE RWY END IS INCREASING WITH REGULARITY. IT IS TOO OFTEN THAT WHEN ACFT ARE ESTABLISHED ON TXWY Y THEY SWITCH TO TWR AND IT'S NOT UNTIL THE GND CTLR ATTEMPTS TO ISSUE TFC; SEQUENCE OR OTHERWISE TRY TO COM WITH THE ACFT DO THEY FIND THEM NO LONGER ON FREQ. NORMALLY THE GND CTLR HAS TO THEN INTERRUPT OR OTHERWISE COORD WITH THE TWR CTLR TO COM CTL INSTRUCTIONS TO THE TAXIING ACFT TO AVERT CONFLICTS. REALIZING THIS ISSUE IS MOST LIKELY ALREADY COVERED IN THE AIM AND OTHER ADVERTISEMENTS; I BELIEVE THAT ARPTS COULD DO MORE TO ADDRESS THIS ISSUE BY ESTABLISHING FREQ CHANGE-OVER POINTS EITHER DELINEATED BY SIGNS; ARPT DIRECTORY; OR BOTH.
