Narrative:
I switched aircraft X to bsw climbing to FL230. Aircraft Y leveled off and sped up. Aircraft X slowed down and was no longer going to be 5 mi ahead of aircraft Y. Bsw called and said they would stop aircraft X at FL220. When I saw FL220 in the data block I did not turn aircraft Y. I switched aircraft Y to bsw. Supplemental information from acn 772529: takeoff out of youngstown; oh; going wbound. Have done this numerous times. Youngstown approach told us to call ZOB. We called ZOB and was cleared to FL230 (which is typical). Cleveland told us to call ZOB on a new frequency. We completed any appropriate checklist and called ZOB. Upon calling ZOB the controller asked if we were climbing to FL220. We were at FL226 at the time of the call. ZOB then informed us that we were only cleared to FL220. We descended back down to FL220. Flight continued without incident.

Title: ZOB CTLR EXPERIENCED OPERROR AT FL230 WITH TWO MINIMALLY SPACED IN-TRAIL ACFT. ADJACENT CTLR CHANGED ALT OF FIRST ACFT WITHOUT COORD.
Narrative: I SWITCHED ACFT X TO BSW CLBING TO FL230. ACFT Y LEVELED OFF AND SPED UP. ACFT X SLOWED DOWN AND WAS NO LONGER GOING TO BE 5 MI AHEAD OF ACFT Y. BSW CALLED AND SAID THEY WOULD STOP ACFT X AT FL220. WHEN I SAW FL220 IN THE DATA BLOCK I DID NOT TURN ACFT Y. I SWITCHED ACFT Y TO BSW. SUPPLEMENTAL INFO FROM ACN 772529: TKOF OUT OF YOUNGSTOWN; OH; GOING WBOUND. HAVE DONE THIS NUMEROUS TIMES. YOUNGSTOWN APCH TOLD US TO CALL ZOB. WE CALLED ZOB AND WAS CLRED TO FL230 (WHICH IS TYPICAL). CLEVELAND TOLD US TO CALL ZOB ON A NEW FREQ. WE COMPLETED ANY APPROPRIATE CHKLIST AND CALLED ZOB. UPON CALLING ZOB THE CTLR ASKED IF WE WERE CLBING TO FL220. WE WERE AT FL226 AT THE TIME OF THE CALL. ZOB THEN INFORMED US THAT WE WERE ONLY CLRED TO FL220. WE DSNDED BACK DOWN TO FL220. FLT CONTINUED WITHOUT INCIDENT.
