Narrative:
Flight departed with a normal takeoff and climb out. Climbing through FL180 I noticed the right engine was fluctuating slightly and informed first officer the PF; that I was turning off the autothrottle and did so. A few seconds later we both noticed that primary right engine indications were decreasing toward flight idle. First officer leveled the aircraft at FL190 and we accomplished the QRH procedures for engine stall/surge. We declared an emergency with center and requested landing at ZZZ as we were approximately 20 NM northeast of that airport at that time. I notified via ACARS and flight attendants of the situation. We subsequently found that the right engine was developing normal power and left the engine running with normal power settings for the approach and landing ZZZ. Approach and landing were uneventful with WX VFR; winds northeast about 10 KTS; and temperature about 80 F. I made a notation in the logbook for an overweight landing with touchdown at 100 FPM.

Title: B757 FLT CREW REPORTS ENGINE SURGE/STALL DURING CLIMB AT FL190; DECLARES EMERGENCY; COMPLIES WITH QRH; AND DIVERTS TO NEAREST SUITABLE ARPT.
Narrative: FLT DEPARTED WITH A NORMAL TKOF AND CLBOUT. CLBING THROUGH FL180 I NOTICED THE R ENG WAS FLUCTUATING SLIGHTLY AND INFORMED FO THE PF; THAT I WAS TURNING OFF THE AUTOTHROTTLE AND DID SO. A FEW SECONDS LATER WE BOTH NOTICED THAT PRIMARY R ENG INDICATIONS WERE DECREASING TOWARD FLT IDLE. FO LEVELED THE ACFT AT FL190 AND WE ACCOMPLISHED THE QRH PROCS FOR ENG STALL/SURGE. WE DECLARED AN EMER WITH CTR AND REQUESTED LNDG AT ZZZ AS WE WERE APPROX 20 NM NE OF THAT ARPT AT THAT TIME. I NOTIFIED VIA ACARS AND FLT ATTENDANTS OF THE SITUATION. WE SUBSEQUENTLY FOUND THAT THE R ENG WAS DEVELOPING NORMAL PWR AND LEFT THE ENG RUNNING WITH NORMAL PWR SETTINGS FOR THE APCH AND LNDG ZZZ. APCH AND LNDG WERE UNEVENTFUL WITH WX VFR; WINDS NE ABOUT 10 KTS; AND TEMP ABOUT 80 F. I MADE A NOTATION IN THE LOGBOOK FOR AN OVERWT LNDG WITH TOUCHDOWN AT 100 FPM.
