Narrative:
The FAA management at san juan cerap has in many occasions made changes to procedures; LOA's; notices and control actions without starting a proper sms process to evaluate any safety risks that may arise with the new changes. They have claimed that to start an small aircraft process and complete an smrd is their right as management.

Title: ZSU CTLR ALLEGED THE FAC MGMNT FAILS TO FOLLOW THE AGENCY SAFETY MANAGEMENT SYSTEM (SMS) PROC BEFORE PROC OR OPERATIONAL CHANGES.
Narrative: THE FAA MGMNT AT SAN JUAN CERAP HAS IN MANY OCCASIONS MADE CHANGES TO PROCS; LOA'S; NOTICES AND CTL ACTIONS WITHOUT STARTING A PROPER SMS PROCESS TO EVALUATE ANY SAFETY RISKS THAT MAY ARISE WITH THE NEW CHANGES. THEY HAVE CLAIMED THAT TO START AN SMA PROCESS AND COMPLETE AN SMRD IS THEIR RIGHT AS MGMNT.
