Narrative:

Normal taxi; takeoff and climb. Reaching cruise altitude of FL280; I turned on the center tank fuel pumps (6000 pounds remaining in the center tanks). A few mins later; we got a status message: 'right engine fuel filter.' we checked the QRH which says to land at the nearest suitable. Called ZZZ1 maintenance on the radio; no answer. Called ZZZ1 operations on the radio. We were told to contact maintenance. I sent an ACARS message to our dispatcher. He replied: 'there is maintenance in ZZZ2; suggest you land in ZZZ1....' the first officer and I formulated a plan. I declared an emergency with ATC. We received vectors to ZZZ for a safe; uneventful landing. I terminated the emergency with the ZZZ ground and the fire chief on the taxiway.

A FEW MINS LATER; WE GOT A STATUS MESSAGE: 'R ENG FUEL FILTER.' WE CHKED THE QRH WHICH SAYS TO LAND AT THE NEAREST SUITABLE. CALLED ZZZ1 MAINT ON THE RADIO; NO ANSWER. CALLED ZZZ1 OPS ON THE RADIO. WE WERE TOLD TO CONTACT MAINT. I SENT AN ACARS MESSAGE TO OUR DISPATCHER. HE REPLIED: 'THERE IS MAINT IN ZZZ2; SUGGEST YOU LAND IN ZZZ1....' THE FO AND I FORMULATED A PLAN. I DECLARED AN EMER WITH ATC. WE RECEIVED VECTORS TO ZZZ FOR A SAFE; UNEVENTFUL LNDG. I TERMINATED THE EMER WITH THE ZZZ GND AND THE FIRE CHIEF ON THE TXWY.
