Narrative:

I was working departure radar at cvg. I had air carrier landing iln; going direct mxq VOR from the flm area. With volume at either facility; I asked the aircraft which runway he was intending to land; and he advised one of the parallel runways 22. I left the aircraft high and told him to cross '15 mi southwest mxq VOR at 7000 ft.' that allowed him to stay above 10000 ft and above 250 KTS for a few extra mi. Day ATCT works iln arrs and they had 1 other aircraft going into iln; and 1 day departure climbing to center altitudes. Giving them the aircraft at 7000 ft needed an approval; since LOA states we need to deliver these aircraft at 5000 ft. Again; no volume in either cvg or day airspace. I called day to get the approval; and the controller snapped; 'comply with the letter' and hung up the line. The aircraft was too close to the day boundary to ensure he would meet a crossing further out at a lower altitude as required by the letter; so I had to spin the aircraft. I am all for 'letter of the law' when busy. With no traffic; there is no need to be as unyielding; especially in today's times. We're supposed to be 'on the same team;' but attitudes like this guy had aren't good for anyone. I should have pushed this aircraft to 5000 ft 40 flying mi away from the ILS turn-on like day requires; while burning a ton of fuel along the way. This aircraft was punished for no other reason than because someone with a bad attitude wanted to be a jerk.

WITH NO TFC; THERE IS NO NEED TO BE AS UNYIELDING; ESPECIALLY IN TODAY'S TIMES. WE'RE SUPPOSED TO BE 'ON THE SAME TEAM;' BUT ATTITUDES LIKE THIS GUY HAD AREN'T GOOD FOR ANYONE. I SHOULD HAVE PUSHED THIS ACFT TO 5000 FT 40 FLYING MI AWAY FROM THE ILS TURN-ON LIKE DAY REQUIRES; WHILE BURNING A TON OF FUEL ALONG THE WAY. THIS ACFT WAS PUNISHED FOR NO OTHER REASON THAN BECAUSE SOMEONE WITH A BAD ATTITUDE WANTED TO BE A JERK.
