Narrative:
During some touch and go's on runway xx a city truck drove onto the runway with no way of communication with other aircraft. I did a missed approach and tried to call the truck and the unicom called me to tell that the runway was closed for snow removal. I further found out that they posted the runway closed at XA37 local time and I took off at XA30 local. The NOTAM was posted at the last min with no advance notice for me to know about the closure.callback conversation with reporter revealed the following information: the reporter stated that he was performing touch and go's at the local airport when the event occurred. No snow was falling when the decision was made to close the airport. The airport operator had decided to widen the narrow portion of the runway which had previously been plowed. The vehicle apparently had a radio; but the driver later stated that the radio must have been intermittent. AWOS made no mention of the runway closure; and the NOTAM was issued just minutes before the runway closure.

Title: M20F WAS PERFORMING TOUCH-AND-GO'S WHEN ARPT VEHICLE PULLED ONTO THE RWY FOR SNOW REMOVAL. NO PRIOR NOTIFICATION HAD BEEN GIVEN.
Narrative: DURING SOME TOUCH AND GO'S ON RWY XX A CITY TRUCK DROVE ONTO THE RWY WITH NO WAY OF COM WITH OTHER ACFT. I DID A MISSED APCH AND TRIED TO CALL THE TRUCK AND THE UNICOM CALLED ME TO TELL THAT THE RWY WAS CLOSED FOR SNOW REMOVAL. I FURTHER FOUND OUT THAT THEY POSTED THE RWY CLOSED AT XA37 LCL TIME AND I TOOK OFF AT XA30 LCL. THE NOTAM WAS POSTED AT THE LAST MIN WITH NO ADVANCE NOTICE FOR ME TO KNOW ABOUT THE CLOSURE.CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT HE WAS PERFORMING TOUCH AND GO'S AT THE LOCAL ARPT WHEN THE EVENT OCCURRED. NO SNOW WAS FALLING WHEN THE DECISION WAS MADE TO CLOSE THE ARPT. THE ARPT OPERATOR HAD DECIDED TO WIDEN THE NARROW PORTION OF THE RWY WHICH HAD PREVIOUSLY BEEN PLOWED. THE VEHICLE APPARENTLY HAD A RADIO; BUT THE DRIVER LATER STATED THAT THE RADIO MUST HAVE BEEN INTERMITTENT.
