Narrative:

I was working R4 and I cannot talk to airplanes checking in on frequency 134.3. The frequency is intermittent at its best. I cannot hear readbacks on this frequency because they keep breaking up in the vicinity of leant and thank intxns. It is imperative that I get a readback for all control instructions. We have filled out numerous ucr's and nothing has been done yet because the frequency is still broken. We need to get it fixed as soon as possible so we can avoid an accident or mishap. Commercial radio switches aircraft to us near position 22N -- that when the airplanes first try to contact us. Most of the airplanes can hear me; but I cannot receive them.
