Narrative:
On the takeoff roll I called out 80 KTS then crosschecked the PF speed tape to verify 80 KTS. I then checked outside for the aircraft tracking then immediately back inside to call out V1 and vr. When I looked back to my speed tape I noticed the PF had already rotated to a takeoff attitude and done so 20-25 KTS prior to the V1; vr callout. The aircraft stalled instantly with a noticeable buffet. I said 'don't rotate! I have the aircraft.' I lowered the nose and set maximum thrust and then rotated with about 1000 ft of runway remaining. The PF was frozen; incapacitated; and missed my calls for 'gear up; flaps; N1 bug up' and 'after takeoff checklist.' the PF then stated he had no v-spds and I said we would talk about it in cruise. There were no v-spds on the first officer's speed tape which was discovered when the PF rapidly rotated to a takeoff attitude. Once on the ground I checked for a tail strike and found no evidence. I asked the PF why he had rotated early and he replied 'no v-spds.'

Title: B737-200 CAPTAIN ASSUMES PF DUTIES WHEN FO ROTATES EARLY DUE TO LACK OF AIRSPEED INDICATION.
Narrative: ON THE TKOF ROLL I CALLED OUT 80 KTS THEN XCHKED THE PF SPD TAPE TO VERIFY 80 KTS. I THEN CHKED OUTSIDE FOR THE ACFT TRACKING THEN IMMEDIATELY BACK INSIDE TO CALL OUT V1 AND VR. WHEN I LOOKED BACK TO MY SPD TAPE I NOTICED THE PF HAD ALREADY ROTATED TO A TKOF ATTITUDE AND DONE SO 20-25 KTS PRIOR TO THE V1; VR CALLOUT. THE ACFT STALLED INSTANTLY WITH A NOTICEABLE BUFFET. I SAID 'DON'T ROTATE! I HAVE THE ACFT.' I LOWERED THE NOSE AND SET MAX THRUST AND THEN ROTATED WITH ABOUT 1000 FT OF RWY REMAINING. THE PF WAS FROZEN; INCAPACITATED; AND MISSED MY CALLS FOR 'GEAR UP; FLAPS; N1 BUG UP' AND 'AFTER TKOF CHKLIST.' THE PF THEN STATED HE HAD NO V-SPDS AND I SAID WE WOULD TALK ABOUT IT IN CRUISE. THERE WERE NO V-SPDS ON THE FO'S SPD TAPE WHICH WAS DISCOVERED WHEN THE PF RAPIDLY ROTATED TO A TKOF ATTITUDE. ONCE ON THE GND I CHKED FOR A TAIL STRIKE AND FOUND NO EVIDENCE. I ASKED THE PF WHY HE HAD ROTATED EARLY AND HE REPLIED 'NO V-SPDS.'
