Problem Areas | ATC Human Performance |
Primary Problem | ATC Human Performance |
Narrative:
ATC changed the arrival runway from the expected runway 25L to runway 24R very late and at an inopportune time (4 east of habso). This forced us to begin a late descent with no navigation or vertical guidance as the RNAV arrival had to be rebuilt while we were descending or we could not have complied with the restrs. Additionally the descent could not have been made by the autoplt as we received clearance too late. Approach descent checklist accomplished late due to the PNF loading the arrival as we left FL180. The proficiency of the PF was the only reason arrival was accomplished without deviations. ATC's performance was unsatisfactory.supplemental information from acn 776413: socal response was; 'we can't give you a clearance until you are handed off; too bad.' we made it work but we shouldn't have to use superior airmanship when ATC can't do their job with handoffs and clrncs. Fix this before there is an accident.
Original NASA ASRS Text
Title: A320 FLT CREW WAS GIVEN A RWY CHANGE; NECESSITATING REPROGRAMMING THE FMS FOR THE NUMEROUS ALT RESTRS ON THE APCH.
Narrative: ATC CHANGED THE ARR RWY FROM THE EXPECTED RWY 25L TO RWY 24R VERY LATE AND AT AN INOPPORTUNE TIME (4 EAST OF HABSO). THIS FORCED US TO BEGIN A LATE DSCNT WITH NO NAVIGATION OR VERTICAL GUIDANCE AS THE RNAV ARR HAD TO BE REBUILT WHILE WE WERE DSNDING OR WE COULD NOT HAVE COMPLIED WITH THE RESTRS. ADDITIONALLY THE DSCNT COULD NOT HAVE BEEN MADE BY THE AUTOPLT AS WE RECEIVED CLRNC TOO LATE. APCH DSCNT CHKLIST ACCOMPLISHED LATE DUE TO THE PNF LOADING THE ARR AS WE LEFT FL180. THE PROFICIENCY OF THE PF WAS THE ONLY REASON ARR WAS ACCOMPLISHED WITHOUT DEVS. ATC'S PERFORMANCE WAS UNSATISFACTORY.SUPPLEMENTAL INFO FROM ACN 776413: SOCAL RESPONSE WAS; 'WE CAN'T GIVE YOU A CLRNC UNTIL YOU ARE HANDED OFF; TOO BAD.' WE MADE IT WORK BUT WE SHOULDN'T HAVE TO USE SUPERIOR AIRMANSHIP WHEN ATC CAN'T DO THEIR JOB WITH HANDOFFS AND CLRNCS. FIX THIS BEFORE THERE IS AN ACCIDENT.
