Narrative:
Pushed back from gate and told to set brake while positioned over part of the ramp designated 'street' for tugs; etc. After salute and release from guidance; taxi light on with both engines spooling up to 34% N1; a tug approachs the left side of aircraft and steers out to the left outside of his taxiway and passing within 15 ft of left engine at 34% N1. Then here comes another and another. Are these guys not aware of the potential for sucking them into the engine? And are they not required to give way to aircraft? Following this incident and beginning taxi the crew bus comes charging across the ramp and right in front of us requiring rapid aircraft stop. The ramp area is totally out of control and an accident waiting to happen. All of these vehicles believe that they have the right of way. The ramp looks like a kitchen with roaches (tugs; busses; etc) just running in all directions and giving way to no one.

Title: B757 CAPT REPORTS GROUND VEHICLES' FAILURE TO YIELD RIGHT OF WAY TO TAXIING ACFT IN RAMP AREA.
Narrative: PUSHED BACK FROM GATE AND TOLD TO SET BRAKE WHILE POSITIONED OVER PART OF THE RAMP DESIGNATED 'STREET' FOR TUGS; ETC. AFTER SALUTE AND RELEASE FROM GUIDANCE; TAXI LIGHT ON WITH BOTH ENGS SPOOLING UP TO 34% N1; A TUG APCHS THE L SIDE OF ACFT AND STEERS OUT TO THE L OUTSIDE OF HIS TXWY AND PASSING WITHIN 15 FT OF L ENG AT 34% N1. THEN HERE COMES ANOTHER AND ANOTHER. ARE THESE GUYS NOT AWARE OF THE POTENTIAL FOR SUCKING THEM INTO THE ENG? AND ARE THEY NOT REQUIRED TO GIVE WAY TO ACFT? FOLLOWING THIS INCIDENT AND BEGINNING TAXI THE CREW BUS COMES CHARGING ACROSS THE RAMP AND RIGHT IN FRONT OF US REQUIRING RAPID ACFT STOP. THE RAMP AREA IS TOTALLY OUT OF CTL AND AN ACCIDENT WAITING TO HAPPEN. ALL OF THESE VEHICLES BELIEVE THAT THEY HAVE THE RIGHT OF WAY. THE RAMP LOOKS LIKE A KITCHEN WITH ROACHES (TUGS; BUSSES; ETC) JUST RUNNING IN ALL DIRECTIONS AND GIVING WAY TO NO ONE.
