Narrative:
During a repos flight for maintenance to have transponder repaired; ATC accepted me; thus assumed responsibility for aircraft separation even though I had no radar position ability. At altitude; there was a strong 35-45 KT crosswind which pushed me to the east. Even though I complied with all instructions; I was idented; by heading changes; to be in a traffic conflicting position; thus have been accused of a pilot deviation. Factors that precipitated this situation were: 1) atl accepted my flight under adverse conditions during a high density traffic situation . 2) ATC failed to instruct my flight so as to deter any conflicts with other traffic. Even though I was non radar; should have taken extra precautions. Controllers not up to speed on non radar controling. 3) controllers failed to move other aircraft and increase spacing for safety considerations with no radar aircraft. Corrective actions: 1) controllers need review for these south in controling non radar aircraft. 2)controllers should be sure non radar aircraft are diverted away from conflicts. 3) controllers should not rely on PIREPS as there are other factors that affect PIREPS such as winds; erroneous instructions and failed equipment used for reports. 4) this case in particular showed the controllers were not up to speed on non radar procedures. More training is needed or updated for controllers.

Title: IFR SMT ACFT WITH NO TRANSPONDER ON MAINT FLT; DESCRIBED ATC ALLEGED CONFLICT; CITING ATC NON RADAR FAMILIARITY AS CAUSAL. PLTDEV RECORDED.
Narrative: DURING A REPOS FLT FOR MAINT TO HAVE XPONDER REPAIRED; ATC ACCEPTED ME; THUS ASSUMED RESPONSIBILITY FOR ACFT SEPARATION EVEN THOUGH I HAD NO RADAR POS ABILITY. AT ALT; THERE WAS A STRONG 35-45 KT XWIND WHICH PUSHED ME TO THE E. EVEN THOUGH I COMPLIED WITH ALL INSTRUCTIONS; I WAS IDENTED; BY HDG CHANGES; TO BE IN A TFC CONFLICTING POS; THUS HAVE BEEN ACCUSED OF A PLTDEV. MORE TRAINING IS NEEDED OR UPDATED FOR CTLRS.
