I have noticed several times when crews take off from runway 28 in bwi the pilots don't know it's an intersection takeoff. Neither ground nor tower say anything about it and ground markings are misleading.

Narrative: I HAVE NOTICED SEVERAL TIMES WHEN CREWS TAKE OFF FROM RWY 28 IN BWI THE PLTS DON'T KNOW IT'S AN INTXN TKOF. NEITHER GND NOR TWR SAY ANYTHING ABOUT IT AND GND MARKINGS ARE MISLEADING.
