Narrative:
I was working arrival west when the departure east controller yelled that aircraft X (a CRJ7) had contacted her frequency. Aircraft X should have called departure west. I am just documenting another incident that happens multiple times daily regarding the mem 7 departure. The FAA says this happens rarely.

Title: MEM DEP CTLR DESCRIBED REPEATED EVENTS WHEN DEP ACFT ESTABLISHED CONTACT ON THE WRONG DEP FREQ.
Narrative: I WAS WORKING ARR W WHEN THE DEP E CTLR YELLED THAT ACFT X (A CRJ7) HAD CONTACTED HER FREQ. ACFT X SHOULD HAVE CALLED DEP W. I AM JUST DOCUMENTING ANOTHER INCIDENT THAT HAPPENS MULTIPLE TIMES DAILY REGARDING THE MEM 7 DEP. THE FAA SAYS THIS HAPPENS RARELY.
