Narrative:
In accordance with the airspace redesign mitigated departure heading notice; phl ATCT N7110.75; between the hours of XA00-XC00 all departures off of runway 27L shall be assigned either headings 245 degrees or 268 degrees; the choice depending on the departure fix the aircraft has been assigned. At approximately XA40 upon arriving at the north departure sector; I recognized that none of the departures were being assigned any headings other than the phl 7 departure procedure; which states a 255 degree heading after takeoff. I called the tower controller to inquire as to if we were in fact mitigating; to which the controller stated that they had not started the process. It is important to note that the phl tower was in the middle of a significant departure push; and that the supervisor in the tower was unaware that the local controllers were not departing on the required headings. Both north and south departure are expecting the aircraft to be departing on the headings listed in the mitigated heading notice and; therefore; plan their separation of the departure traffic with these headings in mind.

Title: PHL TRACON CTLR DESCRIBED EVENT WHEN TWR SUPVR/CTLRS FAILED TO FOLLOW ATC PUBLISHED DEP PROCS; CONFUSING PLANNING EFFORTS.
Narrative: IN ACCORDANCE WITH THE AIRSPACE REDESIGN MITIGATED DEP HDG NOTICE; PHL ATCT N7110.75; BTWN THE HRS OF XA00-XC00 ALL DEPS OFF OF RWY 27L SHALL BE ASSIGNED EITHER HDGS 245 DEGS OR 268 DEGS; THE CHOICE DEPENDING ON THE DEP FIX THE ACFT HAS BEEN ASSIGNED. AT APPROX XA40 UPON ARRIVING AT THE N DEP SECTOR; I RECOGNIZED THAT NONE OF THE DEPS WERE BEING ASSIGNED ANY HDGS OTHER THAN THE PHL 7 DEP PROC; WHICH STATES A 255 DEG HDG AFTER TKOF. I CALLED THE TWR CTLR TO INQUIRE AS TO IF WE WERE IN FACT MITIGATING; TO WHICH THE CTLR STATED THAT THEY HAD NOT STARTED THE PROCESS. IT IS IMPORTANT TO NOTE THAT THE PHL TWR WAS IN THE MIDDLE OF A SIGNIFICANT DEP PUSH; AND THAT THE SUPVR IN THE TWR WAS UNAWARE THAT THE LCL CTLRS WERE NOT DEPARTING ON THE REQUIRED HDGS. BOTH N AND S DEP ARE EXPECTING THE ACFT TO BE DEPARTING ON THE HDGS LISTED IN THE MITIGATED HDG NOTICE AND; THEREFORE; PLAN THEIR SEPARATION OF THE DEP TFC WITH THESE HDGS IN MIND.
