Narrative:
I was working my flight. We had a cargo door open message on the EICAS display after all the doors were closed. The captain informed me that as long as the door was verified closed that the MEL would be satisfied. Having experienced another aircraft with the same situation; I agreed and we continued the flight. A ramp agent verified that the door was closed; we pushed back from the gate; and proceeded to take off. After takeoff; the aircraft did not pressurize and so we leveled off at 7000 ft and continued the approach into ZZZ. After landing; the ramp agents noted that the cargo door was open when we approached the gate. All bags in the forward cargo hold were accounted for and there was no damage to the aircraft. After reviewing the trip can; mechanics stated that the plane had been written up for the same situation several times; and they took the plane in order to fix the write-up.

Title: CL65 FLT CREW DEPARTS DESPITE CARGO DOOR WING LIGHT BASED ON ADVICE FROM GND CREW THE DOOR WAS CLOSED. DOOR DISCOVERED OPEN AT DESTINATION.
Narrative: I WAS WORKING MY FLT. WE HAD A CARGO DOOR OPEN MESSAGE ON THE EICAS DISPLAY AFTER ALL THE DOORS WERE CLOSED. THE CAPT INFORMED ME THAT AS LONG AS THE DOOR WAS VERIFIED CLOSED THAT THE MEL WOULD BE SATISFIED. HAVING EXPERIENCED ANOTHER ACFT WITH THE SAME SITUATION; I AGREED AND WE CONTINUED THE FLT. A RAMP AGENT VERIFIED THAT THE DOOR WAS CLOSED; WE PUSHED BACK FROM THE GATE; AND PROCEEDED TO TAKE OFF. AFTER TKOF; THE ACFT DID NOT PRESSURIZE AND SO WE LEVELED OFF AT 7000 FT AND CONTINUED THE APCH INTO ZZZ. AFTER LNDG; THE RAMP AGENTS NOTED THAT THE CARGO DOOR WAS OPEN WHEN WE APCHED THE GATE. ALL BAGS IN THE FORWARD CARGO HOLD WERE ACCOUNTED FOR AND THERE WAS NO DAMAGE TO THE ACFT. AFTER REVIEWING THE TRIP CAN; MECHS STATED THAT THE PLANE HAD BEEN WRITTEN UP FOR THE SAME SITUATION SEVERAL TIMES; AND THEY TOOK THE PLANE IN ORDER TO FIX THE WRITE-UP.
