Narrative:
Inbound to runway 24 and on extended centerline 4 mi out. Heard local control making blind calls for a king air. Then local asked me for an updated position. Gave position report and advised local that there was a traffic information system warning for traffic at my 6 O'clock position 500 ft above and descending; less than 1 mi behind me. The king air overflew me at less than 400 ft vertical separation. Controller has no radar in the tower! And the king air was not talking to the tower even though he was in the class D. When local control saw the king air; he gave me a right 360 degree turn. The king air contacted the tower and subsequently did a go around. I talked to the local controller later in the day and found that this was another case of new york TRACON making a late handoff to the tower. The king air pilot later told the local controller that he had me in sight! This airport is plagued by late handoffs from new york TRACON. Add to that; there is no radar in the bdr tower. The fix is that somebody has to hold new york TRACON accountable to their LOA on handoffs. And; a radar screen is long overdue! Need I say more?

Title: RV6 WAS INVOLVED IN A NMAC WHILE ON FINAL APCH. THE CONFLICTING ACFT WAS NOT IN RADIO CONTACT WITH TWR.
Narrative: INBOUND TO RWY 24 AND ON EXTENDED CTRLINE 4 MI OUT. HEARD LCL CTL MAKING BLIND CALLS FOR A KING AIR. THEN LCL ASKED ME FOR AN UPDATED POS. GAVE POS RPT AND ADVISED LCL THAT THERE WAS A TFC INFO SYS WARNING FOR TFC AT MY 6 O'CLOCK POS 500 FT ABOVE AND DSNDING; LESS THAN 1 MI BEHIND ME. THE KING AIR OVERFLEW ME AT LESS THAN 400 FT VERT SEPARATION. CTLR HAS NO RADAR IN THE TWR! AND THE KING AIR WAS NOT TALKING TO THE TWR EVEN THOUGH HE WAS IN THE CLASS D. THIS ARPT IS PLAGUED BY LATE HDOFS FROM NEW YORK TRACON. ADD TO THAT; THERE IS NO RADAR IN THE BDR TWR. THE FIX IS THAT SOMEBODY HAS TO HOLD NEW YORK TRACON ACCOUNTABLE TO THEIR LOA ON HDOFS. AND; A RADAR SCREEN IS LONG OVERDUE! NEED I SAY MORE?
