Narrative:
I was working the in-flight position with WX for the surface area below VFR minima. An aircraft needed an SVFR clearance to the airport. I issued an incorrect pre-designed clearance. As soon as I realized the mistake; I cleared the aircraft into the area correctly. WX was such that the aircraft was unable to enter the surface area and diverted to another airport. No other aircraft were involved. No separation was lost.

Title: FSS SPECIALIST REPORTED INITIALLY GIVING THE WRONG SVFR CLRNC TO INBOUND ACFT; LATER CORRECTING THE ERROR.
Narrative: I WAS WORKING THE INFLT POS WITH WX FOR THE SURFACE AREA BELOW VFR MINIMA. AN ACFT NEEDED AN SVFR CLRNC TO THE ARPT. I ISSUED AN INCORRECT PRE-DESIGNED CLRNC. AS SOON AS I REALIZED THE MISTAKE; I CLRED THE ACFT INTO THE AREA CORRECTLY. WX WAS SUCH THAT THE ACFT WAS UNABLE TO ENTER THE SURFACE AREA AND DIVERTED TO ANOTHER ARPT. NO OTHER ACFT WERE INVOLVED. NO SEPARATION WAS LOST.
