Narrative:
Captain was PF; we were cleared visual approach to runway 16L. On left base we were assigned visual for runway 17R. The PF was reaching down and changing localizer frequency while flying at the same time. The localizer capture mode disengaged when he swapped out frequencys and the autoplt didn't capture the centerline of runway 17R. Aircraft blew through final and we started encroaching on runway 16L where there was traffic. ATC called to us to verify we had traffic and runway 17R in sight. I confirmed we did and were correcting. As we rolled wings level; I brought my attention back inside the aircraft and noticed speed brakes out and flaps 15 degrees. I immediately called it and the speed brakes were stowed. Landing occurred without further incident. PF needs to delegate all PNF duties (radio frequency changes) to PNF. Total distraction occurred. Also; ATC should not reassign new runway that close to the field.

Title: CLOSE-IN RWY CHANGE AND MULTI-TASKING BY PF CONTRIBUTE TO TRACK DEV; NON STANDARD FLT CONTROL CONFIGURATION AND POTENTIAL LOSS OF SEPARATION ON VISUAL APCH TO DEN.
Narrative: CAPT WAS PF; WE WERE CLRED VISUAL APCH TO RWY 16L. ON L BASE WE WERE ASSIGNED VISUAL FOR RWY 17R. THE PF WAS REACHING DOWN AND CHANGING LOC FREQ WHILE FLYING AT THE SAME TIME. THE LOC CAPTURE MODE DISENGAGED WHEN HE SWAPPED OUT FREQS AND THE AUTOPLT DIDN'T CAPTURE THE CTRLINE OF RWY 17R. ACFT BLEW THROUGH FINAL AND WE STARTED ENCROACHING ON RWY 16L WHERE THERE WAS TFC. ATC CALLED TO US TO VERIFY WE HAD TFC AND RWY 17R IN SIGHT. I CONFIRMED WE DID AND WERE CORRECTING. AS WE ROLLED WINGS LEVEL; I BROUGHT MY ATTN BACK INSIDE THE ACFT AND NOTICED SPD BRAKES OUT AND FLAPS 15 DEGS. I IMMEDIATELY CALLED IT AND THE SPD BRAKES WERE STOWED. LNDG OCCURRED WITHOUT FURTHER INCIDENT. PF NEEDS TO DELEGATE ALL PNF DUTIES (RADIO FREQ CHANGES) TO PNF. TOTAL DISTR OCCURRED. ALSO; ATC SHOULD NOT REASSIGN NEW RWY THAT CLOSE TO THE FIELD.
