Narrative:
Iad has a new runway; parallel to runway 19R on the west side. This runway needs to be designated; ie; 20; because it is just out there for an unlucky crew to land on. And at night they will put the lights on runway 19R and the new runway and then turn the lights off on runway 19L; so the new runway looks like runway 19R. This is an accident waiting to happen. Good going iad ATC!

AND AT NIGHT THEY WILL PUT THE LIGHTS ON RWY 19R AND THE NEW RWY AND THEN TURN THE LIGHTS OFF ON RWY 19L; SO THE NEW RWY LOOKS LIKE RWY 19R. THIS IS AN ACCIDENT WAITING TO HAPPEN. GOOD GOING IAD ATC!
