Narrative:

Preflight of the airplane; cargo; nets; locks; and hazmat appeared to be satisfactory for flight. The load master also assured me that the cargo; nets; locks; and hazmat was ready for flight. After blocking in; the station representative pointed out that the pallet in station rl was not locked down. I will better check behind the loading crew and load master from now on. Factors: 1) paint on locks deteriorated. 2) locks may have been up but not locked. 3) cargo on pallets overhang and make it difficult to see.

Title: B747-400 FO IS INFORMED AT DESTINATION THAT ONE OF THE CARGO PALLETS WAS NOT PROPERLY LOCKED DURING THE FLIGHT.

Narrative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
