Narrative:
Heavy WX was blocking the normal arrival route into the houston terminal area from the northwest. Aircraft from the dfw terminal area were being rerouted over san antonio into iah and hou for WX avoidance. The coordination route that was to be issued for these aircraft was 'act..sat.GLAND3.iah' or 'act..sat.LISSE6.hou;' however; aircraft from the dfw terminal area were being issued 'nelyn.NELYN2.sat.GLAND3.hou' and 'nelyn.JPOOL3.sat.LISSE6.hou.' we pointed this out and were told it was acceptable. Notes: both the NELYN2 and JPOOL3 overfly act and then offset slightly east of direct sat. Act..sat is the act 198 degree radial and the sat 017 degree radial. Act.NELYN2.sat is the act 196 degree radial and the sat 027 degree radial. Act.JPOOL3.sat is the act 193 degree radial and the sat 024 degree radial. The result of this is about an 8 mi offset at the maximum divergence point (the hoary intersection). Then aircraft started departing and the uret system showed them cleared via either the NELYN2 or JPOOL3 to sat; however; it also showed a rerte to be issued. The required rerte was either 'act..sat.GLAND3' or 'act..sat.LISSE6.' however; if this rerte was acknowledged in uret; the system showed the route as it was before (the nelyn or jpool departure). What this means is that anyone issuing the rerte the system called and then acknowledging the issuance would cause the aircraft to fly a route west of that the uret and NAS system showed it cleared to fly. In the case of the waco low sector; this might cause an operational deviation. The route 'act..sat' causes the aircraft to get within 3 or so mi of the boundary with stonewall low; where the shown route (the nelyn or jpool departure) would keep the flight over 7 mi clear. Given the possibility of a flight tracking left or right of course; an operational deviation is very likely if the controller didn't notice the aircraft straying and if the aircraft was noticed 'off course;' a pilot might be accused of a pilot deviation for following a clearance that the system says they didn't get.

THE RTE 'ACT..SAT' CAUSES THE ACFT TO GET WITHIN 3 OR SO MI OF THE BOUNDARY WITH STONEWALL LOW; WHERE THE SHOWN RTE (THE NELYN OR JPOOL DEP) WOULD KEEP THE FLT OVER 7 MI CLR. GIVEN THE POSSIBILITY OF A FLT TRACKING L OR R OF COURSE; AN OPDEV IS VERY LIKELY IF THE CTLR DIDN'T NOTICE THE ACFT STRAYING AND IF THE ACFT WAS NOTICED 'OFF COURSE;' A PLT MIGHT BE ACCUSED OF A PLTDEV FOR FOLLOWING A CLRNC THAT THE SYS SAYS THEY DIDN'T GET.
