Narrative:
Leveling off at FL360; the cabin altitude warning horn came one. The first officer and I both checked the cabin altitude climbing past 10000 ft and cabin rate of change climbing at 1000 FPM. We immediately put on our oxygen masks and established crew communication. We referred to the QRH; cabin altitude warning horn/abnormal pressurization checklist and tried to control the system by going to alternate. No lights were on until changing to alternate. When the alternate lights came on; there was still no control. We switched to manual; but that was not helping. I then informed ATC of our problem and declared an emergency. ATC cleared us to descend to ZZZ. We accomplished the emergency descent checklist from memory and started down; making a left turn back to ZZZ. On descent; the passenger masks dropped. A PA was made to the cabin informing them of our problem and intentions. We accomplished normal checks and contacted dispatch via ACARS. ZZZ operations were also contacted via company radio.

Title: B737-300 LOST CABIN PRESSURE DURING LEVELOFF. PRESSURIZATION COULD NOT BE CONTROLLED; SO THE FLT CREW INITIATED AN EMER DESCENT.
Narrative: LEVELING OFF AT FL360; THE CABIN ALT WARNING HORN CAME ONE. THE FO AND I BOTH CHKED THE CABIN ALT CLBING PAST 10000 FT AND CABIN RATE OF CHANGE CLBING AT 1000 FPM. WE IMMEDIATELY PUT ON OUR OXYGEN MASKS AND ESTABLISHED CREW COM. WE REFERRED TO THE QRH; CABIN ALT WARNING HORN/ABNORMAL PRESSURIZATION CHKLIST AND TRIED TO CTL THE SYS BY GOING TO ALTERNATE. NO LIGHTS WERE ON UNTIL CHANGING TO ALTERNATE. WHEN THE ALTERNATE LIGHTS CAME ON; THERE WAS STILL NO CTL. WE SWITCHED TO MANUAL; BUT THAT WAS NOT HELPING. I THEN INFORMED ATC OF OUR PROB AND DECLARED AN EMER. ATC CLRED US TO DSND TO ZZZ. WE ACCOMPLISHED THE EMER DSCNT CHKLIST FROM MEMORY AND STARTED DOWN; MAKING A L TURN BACK TO ZZZ. ON DSCNT; THE PAX MASKS DROPPED. A PA WAS MADE TO THE CABIN INFORMING THEM OF OUR PROB AND INTENTIONS. WE ACCOMPLISHED NORMAL CHKS AND CONTACTED DISPATCH VIA ACARS. ZZZ OPS WERE ALSO CONTACTED VIA COMPANY RADIO.
