Narrative:
There were multiple gars on runway 27R during a busy arrival push because of the supervisor and tmc's decision to not change to the wind favored runway. While working north arrival; we had 2 gars back-to-back because the winds were 090 degrees at 16 KTS. The supervisor after heeding many warnings and suggestions from controllers finally decided to switch to a runway 9 operation. While doing so; there were at least 5 more gars. I had 4 aircraft off of 2 fixes that I had to hold in my airspace while putting ZNY in the hold. South arrival was vectoring many aircraft also and had to put ZDC in the hold. The departures had to be stopped because the north departure controller was holding the 7 gars in their airspace while we coordination the runway change. Most of the coordination on what aircraft was the last to be run to runway 27R and the first to be run to runway 9R was accomplished by the controllers; not the supervisor. We finally cleaned up the mess that he created and regained control of the situation.

Title: PHL CTLRS DESCRIBED MULTIPLE GAR EVENTS ALLEGEDLY DUE TO POOR AND LATE SUPVR/TMC DECISIONS REGARDING RWY UTILIZATION.
Narrative: THERE WERE MULTIPLE GARS ON RWY 27R DURING A BUSY ARR PUSH BECAUSE OF THE SUPVR AND TMC'S DECISION TO NOT CHANGE TO THE WIND FAVORED RWY. WHILE WORKING N ARR; WE HAD 2 GARS BACK-TO-BACK BECAUSE THE WINDS WERE 090 DEGS AT 16 KTS. THE SUPVR AFTER HEEDING MANY WARNINGS AND SUGGESTIONS FROM CTLRS FINALLY DECIDED TO SWITCH TO A RWY 9 OP.
