Narrative:
We were descending into dtw and level at 11000 ft when dtw approach asked if we wanted to land on runway 4L or runway 4R. We had runway 4L set up but because of runway 4R being closer to the gate I elected to land on runway 4R. The first officer then started to put the new runway in the mcdu. At the same time we were given a clearance to descend to 4000 ft and given a heading to intercept the runway 4R localizer. I noticed that the first officer was having difficulty entering the new runway in and I was concerned about flying through the localizer so my attention was taken away from the descent profile. At 8200 ft the first officer said that I was below 10000 ft and 300 KTS in selected speed. I immediately leveled off and slowed airplane to 250 KTS. We were task saturated at this very early hour in the morning after a 10:15 duty day. Try to stay more alert at this time. Not have two pilots heads down at the same time working on fixing a flight management problem.

Title: DISTRACTED BY FMS REPROGRAMMING TO ACCOMMODATE A LATE RWY CHANGE; FLT CREW OF A319 EXCEED 250 KTS BELOW 10000 FT.
Narrative: WE WERE DSNDING INTO DTW AND LEVEL AT 11000 FT WHEN DTW APCH ASKED IF WE WANTED TO LAND ON RWY 4L OR RWY 4R. WE HAD RWY 4L SET UP BUT BECAUSE OF RWY 4R BEING CLOSER TO THE GATE I ELECTED TO LAND ON RWY 4R. THE FO THEN STARTED TO PUT THE NEW RWY IN THE MCDU. AT THE SAME TIME WE WERE GIVEN A CLRNC TO DSND TO 4000 FT AND GIVEN A HDG TO INTERCEPT THE RWY 4R LOC. I NOTICED THAT THE FO WAS HAVING DIFFICULTY ENTERING THE NEW RWY IN AND I WAS CONCERNED ABOUT FLYING THROUGH THE LOC SO MY ATTENTION WAS TAKEN AWAY FROM THE DSCNT PROFILE. AT 8200 FT THE FO SAID THAT I WAS BELOW 10000 FT AND 300 KTS IN SELECTED SPEED. I IMMEDIATELY LEVELED OFF AND SLOWED AIRPLANE TO 250 KTS. WE WERE TASK SATURATED AT THIS VERY EARLY HOUR IN THE MORNING AFTER A 10:15 DUTY DAY. TRY TO STAY MORE ALERT AT THIS TIME. NOT HAVE TWO PLTS HEADS DOWN AT THE SAME TIME WORKING ON FIXING A FLT MANAGEMENT PROBLEM.
