Narrative:

In the tops and IMC; noticed a TA that appeared to be moving toward us. Target was 500 ft above. As target closed it became an RA at about the same time ATC issued a clearance to turn toward the target. We declined the turn and turned about 10 degrees away from the target and we received the 'monitor vertical speed.' target passed without further incident. We told ATC we had an RA and the target passed as close as 400 ft directly above us as determined by the TCAS in 5 mi range. ATC said the target was VFR. We never saw the target; as we were IMC. ATC gave us a heading to return to. Nothing further. It would have lessened the stress if ATC would have pointed out the traffic so we knew she was considering it.
