Narrative:

Maintenance controller argued with me on the radio when I informed him that we were putting mechanical defects found on the preflight company maintenance computer record. I explained that we are required to do so. He argued that this is not true -- that they are not 'defects.' they were a missing brake wear pin and a wire hanging from one of the engines. Flight crews are required by FARS and the fom to enter all defects found prior to departure. This maintenance culture of trying to coerce flight crews into not following FARS and company reporting policies needs to be stopped. My recent reports covering this subject include 4 international destinations and include management employees. It is a widespread practice. Please refer to my previous reports on this subject. The poi needs to be brought into the loop on this. I think a compliance audit needs to be conducted.

Title: B747-400 CAPTAIN REPORTS LATEST INSTANCE OF ALLEGED ATTEMPTS BY ACR MAINT TO COERCE FLT CREWS TO NOT MAKE AML ENTRIES OF DISCREPANCIES FOUND ON PRE FLTS.

THIS MAINT CULTURE OF TRYING TO COERCE FLT CREWS INTO NOT FOLLOWING FARS AND COMPANY RPTING POLICIES NEEDS TO BE STOPPED. MY RECENT REPORTS COVERING THIS SUBJECT INCLUDE 4 INTL DESTS AND INCLUDE MGMNT EMPLOYEES. IT IS A WIDESPREAD PRACTICE. PLEASE REFER TO MY PREVIOUS REPORTS ON THIS SUBJECT. THE POI NEEDS TO BE BROUGHT INTO THE LOOP ON THIS. I THINK A COMPLIANCE AUDIT NEEDS TO BE CONDUCTED.
