Narrative:
Air carrier X was mistakenly assigned FL270 by the radar developmental. Traffic was air carrier Y at FL260. TCAS RA on both aircraft and standard separation was lost. The problem could have been prevented if I or the developmental caught the readback; or realized this situation was developing. 14 estimated aircraft on frequency; numerous aircraft being vectored for instrument approachs at 2 different airports; many VFR aircraft. 2 frequencys being worked caused many overlapping calls and high complexity.

Title: ZOB INSTRUCTOR CTLR EXPERIENCED OPERROR AT FL250 DURING BUSY TFC WHEN STUDENT ISSUED WRONG ALT AND READ BACK OF ASSIGNED ALT WAS MISSED.
