Narrative:
We were cleared to land runway 2L at bna. First officer was flying. We were below 500 ft AGL when we saw a low wing single engine taking off from runway 2C; the aircraft started a left turn that crossed runway 2L between taxiway K and taxiway A3. At the most he was maybe 200 ft AGL crossing the runway. We stayed on GS and localizer to landing and the aircraft was west of runway 2L when we crossed the threshold. The tower made no traffic calls or reports of aircraft crossing our runway. When we got to the gate; I called the tower. They said that they were watching the event and told me the aircraft was at a good altitude to cross the runway and no procedural rules were broken. The tower controller said that the aircraft turned sooner than they had expected. I told them my concern was if I had to do a go around I would have been on the aircraft in a heartbeat. The tower controller asked what I wanted them to do; I just wanted to know what was going on at the time and if something was done incorrectly. The controller said there was some bad judgement; but not by whom. The tower treated this like a non-event. If the tower had cleared the aircraft to maintain runway heading until the tower controller had seen us on the ground and slowing to taxi speed and then given them the clearance to turn left; there would have been no event.

Title: ACR ON FINAL AT BNA DESCRIBED POTENTIAL CONFLICT WHEN PARALLEL RWY DEP TFC CROSSING ACR LNDG RWY DOWN FIELD; NO TFC ISSUED.
Narrative: WE WERE CLRED TO LAND RWY 2L AT BNA. FO WAS FLYING. WE WERE BELOW 500 FT AGL WHEN WE SAW A LOW WING SINGLE ENG TAKING OFF FROM RWY 2C; THE ACFT STARTED A L TURN THAT CROSSED RWY 2L BTWN TXWY K AND TXWY A3. AT THE MOST HE WAS MAYBE 200 FT AGL XING THE RWY. WE STAYED ON GS AND LOC TO LNDG AND THE ACFT WAS W OF RWY 2L WHEN WE CROSSED THE THRESHOLD. THE TWR MADE NO TFC CALLS OR RPTS OF ACFT XING OUR RWY. WHEN WE GOT TO THE GATE; I CALLED THE TWR. THEY SAID THAT THEY WERE WATCHING THE EVENT AND TOLD ME THE ACFT WAS AT A GOOD ALT TO CROSS THE RWY AND NO PROCEDURAL RULES WERE BROKEN. THE TWR CTLR SAID THAT THE ACFT TURNED SOONER THAN THEY HAD EXPECTED. I TOLD THEM MY CONCERN WAS IF I HAD TO DO A GAR I WOULD HAVE BEEN ON THE ACFT IN A HEARTBEAT. THE TWR CTLR ASKED WHAT I WANTED THEM TO DO; I JUST WANTED TO KNOW WHAT WAS GOING ON AT THE TIME AND IF SOMETHING WAS DONE INCORRECTLY. THE CTLR SAID THERE WAS SOME BAD JUDGEMENT; BUT NOT BY WHOM. THE TWR TREATED THIS LIKE A NON-EVENT. IF THE TWR HAD CLRED THE ACFT TO MAINTAIN RWY HDG UNTIL THE TWR CTLR HAD SEEN US ON THE GND AND SLOWING TO TAXI SPD AND THEN GIVEN THEM THE CLRNC TO TURN L; THERE WOULD HAVE BEEN NO EVENT.
