ZZZ operations agent called to say aircraft X had been sitting at the end of the runway for the past 10 mins with a hydraulic problem and waiting for her to establish a phone patch with maintenance on the ZZZ remote dial-up interface line and then the commercial radio landline. Both just rang without connecting so she asked me for help. I agreed; then tried to explain that dispatch is responsible for establishing maintenance phone patches; especially in this case (the hydraulics); that not only is it important that we not be bypassed; but it is also policy. She argued that she's been doing this for the past 10 yrs and saw no need to include dispatch.

Title: DISPATCHER REPORTS STATION OPS AGENT WAS FACILITATING CONTACT BETWEEN MAINT AND A COMPANY ACFT EXPERIENCING HYDRAULIC PROBLEMS. STATES OPS AGENT WAS UNAWARE OF DISPATCH RESPONSIBILITY FOR SUCH TASKS.

Narrative: ZZZ OPS AGENT CALLED TO SAY ACFT X HAD BEEN SITTING AT THE END OF THE RWY FOR THE PAST 10 MINS WITH A HYD PROB AND WAITING FOR HER TO ESTABLISH A PHONE PATCH WITH MAINT ON THE ZZZ REMOTE DIAL-UP INTERFACE LINE AND THEN THE COMMERCIAL RADIO LANDLINE. BOTH JUST RANG WITHOUT CONNECTING SO SHE ASKED ME FOR HELP. I AGREED; THEN TRIED TO EXPLAIN THAT DISPATCH IS RESPONSIBLE FOR ESTABLISHING MAINT PHONE PATCHES; ESPECIALLY IN THIS CASE (THE HYDS); THAT NOT ONLY IS IT IMPORTANT THAT WE NOT BE BYPASSED; BUT IT IS ALSO POLICY. SHE ARGUED THAT SHE'S BEEN DOING THIS FOR THE PAST 10 YRS AND SAW NO NEED TO INCLUDE DISPATCH.
