Narrative:
While working the sutro sector; I idented aircraft X off of oakland with an initial climb to 5000 ft for traffic at 10 O'clock position climbing out of 5000 ft. I turned aircraft X about 2 mi off the departure end of runway 29 to a 270 degree heading noting that he was not above traffic at 10 O'clock position and 3500 ft on a photo mission. I also had traffic at his 11 O'clock position at 11000 ft inbound sfo wanting a north downwind with an early descent. I was not aware of the richmond traffic that also departed runway 28 sfo. I climbed aircraft X to 10000 ft waiting for the sbound turn to go behind the sfo north downwind aircraft. Still unaware of the runway 28 straight out not displayed yellow on my screen. When I checked the area I was going to turn aircraft X south; I saw the B747 traffic that departed runway 28 sfo a few hundred ft above aircraft X nwbound. I issued aircraft X 7000 ft at that time; then turned the aircraft northbound. All position were busy with a heavy load. The procedure for a runway 28 straight out is to have him displayed yellow with a verbal acknowledgement when airborne. Was busy; I don't recall the verbal. The aircraft is also supposed to depart within 2 mins of scan according to SOP's between the TRACON and sfo tower. This rarely happens but should more often. The coordinating position also makes a verbal to the sutro controller that a straight runway 28 was scanned. Another reminder that may have prevented the error.

THE ACFT IS ALSO SUPPOSED TO DEPART WITHIN 2 MINS OF SCAN ACCORDING TO SOP'S BTWN THE TRACON AND SFO TWR. THIS RARELY HAPPENS BUT SHOULD MORE OFTEN. THE COORDINATING POS ALSO MAKES A VERBAL TO THE SUTRO CTLR THAT A STRAIGHT RWY 28 WAS SCANNED. ANOTHER REMINDER THAT MAY HAVE PREVENTED THE ERROR.
