Narrative:

While flying IFR to vny in VMC with a student at the controls; I was given an amended clearance. The amended clearance was flw (fellows) to fernando 5 arrival to vny. After passing fim (fillmore) on the arrival; I proceeded south on the 136 degree radial off of fim. ATC queried me and told me I should have turned east on the 053 degree radial to umber intersection -- vny was landing runway 16. ATC then gave me vectors to intercept the ILS runway 16R at vny. I was using the government plates (this is important). Commercial plates and government plates have differing instructions. Government plate says to expect vectors for the approach at bak (10 NM north of fim). I was waiting for vectors from ATC (who was very busy) and in absence of vectors was continuing towards vny (the route most direct -- I felt; at the time). Commercial chart gives specific instructions to turn towards umber at fim. The controller probably assumed I was using commercial chart. The government plates should be updated as soon as possible.

Narrative: WHILE FLYING IFR TO VNY IN VMC WITH A STUDENT AT THE CTLS; I WAS GIVEN AN AMENDED CLRNC. THE AMENDED CLRNC WAS FLW (FELLOWS) TO FERNANDO 5 ARR TO VNY. AFTER PASSING FIM (FILLMORE) ON THE ARR; I PROCEEDED S ON THE 136 DEG RADIAL OFF OF FIM. ATC QUERIED ME AND TOLD ME I SHOULD HAVE TURNED E ON THE 053 DEG RADIAL TO UMBER INTXN -- VNY WAS LNDG RWY 16. ATC THEN GAVE ME VECTORS TO INTERCEPT THE ILS RWY 16R AT VNY. I WAS USING THE GOV PLATES (THIS IS IMPORTANT). COMMERCIAL PLATES AND GOV PLATES HAVE DIFFERING INSTRUCTIONS. GOV PLATE SAYS TO EXPECT VECTORS FOR THE APCH AT BAK (10 NM N OF FIM). I WAS WAITING FOR VECTORS FROM ATC (WHO WAS VERY BUSY) AND IN ABSENCE OF VECTORS WAS CONTINUING TOWARDS VNY (THE RTE MOST DIRECT -- I FELT; AT THE TIME). COMMERCIAL CHART GIVES SPECIFIC INSTRUCTIONS TO TURN TOWARDS UMBER AT FIM. THE CTLR PROBABLY ASSUMED I WAS USING COMMERCIAL CHART. THE GOV PLATES SHOULD BE UPDATED ASAP.
