Narrative:

At approximately XA45Z flight abc; ZZZ1 contacted dispatch due to a mechanical problem and wanted a phone patch with system maintenance control; and system maintenance control was patched through with the flight crew. The flight crew reported an odor in the cockpit and system maintenance control had advised the crew it would be safe to continue the flight to the destination. However; the captain had decided to declare an emergency and divert to ZZZ. At that time; I gave the captain the WX at ZZZ verbally and followed up with an ACARS message. I determined that it would not be an overweight landing. I called the ZZZ tower to verify that the aircraft had landed safety and was informed that it did land safely and they performed an emergency evacuate/evacuation. Supplemental information from acn 792710: we were heading west and were approximately 200 mi west of ZZZ. I noticed a very foul and sulfurous odor; something akin to rotten eggs and slightly electrical. The first officer concurred with this. Neither one of us was able to identify the smell. I searched through all the system display pages on the 'sd' and everything showed normal. I called the purser and he initially said he didn't smell anything; but then after a short investigation he said he smelled it too. By this time the smell got worse; so I called for both of us to don our oxygen masks; and we established communications. A couple mins later we got an ECAM: 'right windshield anti-ice.' I called for the first officer to check the flight manual irregulars; which had nothing other than 'crew awareness;' which was also all that the ECAM stated. We contacted ATC; and requested a turn towards ZZZ. I called for the first officer to then run the qrc for smoke and fumes elimination which he accomplished. I contacted dispatch who confirmed good WX at ZZZ and then talked to maintenance who told us we could pull circuit breaker W13; which we later on did. Maintenance also suggested pulling another circuit breaker; but due to the rushed nature of the divert to ZZZ; with a potential fire somewhere; and due to the fact we were on oxygen; I decided to skip that step. I then; once things settled down a bit; requested the first officer run the flight manual follow-up procedure called for by the qrc. This led into the emergency page; which gave us the option of running a dense smoke procedure; which I determined to be not applicable. After running the smoke qrc checklist; the fumes lessened somewhat. After switching to ZZZ approach; we told them we were not planning on evacing the cockpit as the odor seemed to be somewhat less intense at that point. As we were exiting runway onto the inactive runway; the purser called the cockpit and said there was smoke coming out of all the vents in the cabin. He was very excited and yelling; and then the first officer asked him to repeat what he was saying and I listened in also. He said again in a loud and panicked type of tone that there is smoke pouring into the cabin. He asked if we were going to evacuate/evacuation. I told the first officer to say yes; but to wait until he heard the evacuate/evacuation alarm; as I wanted to run the checklist properly and the airplane was still moving. I called for the evacuate/evacuation qrc. The first officer read and completed it. When the first officer opened the cockpit door; everyone was still in their seats and the purser asked if we wanted him to evacuate/evacuation. The evacuate/evacuation alarm had been going off since before we opened the door. I told him to evacuate/evacuation immediately. The purser then opened 1L and 1R; and the slides deployed. I did not observe any smoke in the cabin at this time; but the evacuate/evacuation had already been initiated. The purser I also noticed was jumping up and down and waiving his arms wildly to the flight attendants in the back; but I wasn't sure why. Later on; I found out that they determined that he was trying to tell them not to pop the slides at 2L and 2R; so they never got deployed. By the time enough passenger had evacuate/evacuationed out of 1L and 1R; I could now see that this was the case; but we were so close to completing evacuate/evacuation; I continued to assist the passenger out of just 1L and 1R. No one was injured in the evacuate/evacuation. After all the rest of the crew members went down the slide at 1L; I made a sweep of the cabin to include checking under all seats; and determining that theacft was empty; deplaned down the 1L slide. The next several hours were spent assisting passenger; coordinating with the fire department; dispatch; and maintenance; and going back up the slide to turn off the battery switches as I heard the nosewheel horn still going off. Then I sent the first officer back up the slide to open the door at 2L (disarmed) so operations could set up the air stairs; and we removed all of the passenger carry-ONS and all the personal items we could find so we could deliver them to the passenger once they had been transported to the terminal.

Title: A319 FLT CREW REPORTS STRONG ODOR AND WINDSHIELD ANTI-ICE FAILURE AT FL360. EMERGENCY DECLARED AND FLIGHT DIVERTS; WHERE PAX ARE EVACUATED WHEN FIRST FA REPORTS SMOKE IN THE CABIN.

MAINT ALSO SUGGESTED PULLING ANOTHER CIRCUIT BREAKER; BUT DUE TO THE RUSHED NATURE OF THE DIVERT TO ZZZ; WITH A POTENTIAL FIRE SOMEWHERE; AND DUE TO THE FACT WE WERE ON OXYGEN; I DECIDED TO SKIP THAT STEP. I THEN; ONCE THINGS SETTLED DOWN A BIT; REQUESTED THE FO RUN THE FLT MANUAL FOLLOW-UP PROC CALLED FOR BY THE QRC. THIS LED INTO THE EMER PAGE; WHICH GAVE US THE OPTION OF RUNNING A DENSE SMOKE PROC; WHICH I DETERMINED TO BE NOT APPLICABLE. AFTER RUNNING THE SMOKE QRC CHKLIST; THE FUMES LESSENED SOMEWHAT. AFTER SWITCHING TO ZZZ APCH; WE TOLD THEM WE WERE NOT PLANNING ON EVACING THE COCKPIT AS THE ODOR SEEMED TO BE SOMEWHAT LESS INTENSE AT THAT POINT. AS WE WERE EXITING RWY ONTO THE INACTIVE RWY; THE PURSER CALLED THE COCKPIT AND SAID THERE WAS SMOKE COMING OUT OF ALL THE VENTS IN THE CABIN. HE WAS VERY EXCITED AND YELLING; AND THEN THE FO ASKED HIM TO REPEAT WHAT HE WAS SAYING AND I LISTENED IN ALSO. HE SAID AGAIN IN A LOUD AND PANICKED TYPE OF TONE THAT THERE IS SMOKE POURING INTO THE CABIN. HE ASKED IF WE WERE GOING TO EVAC. I TOLD THE FO TO SAY YES; BUT TO WAIT UNTIL HE HEARD THE EVAC ALARM; AS I WANTED TO RUN THE CHKLIST PROPERLY AND THE AIRPLANE WAS STILL MOVING. I CALLED FOR THE EVAC QRC. THE FO READ AND COMPLETED IT. WHEN THE FO OPENED THE COCKPIT DOOR; EVERYONE WAS STILL IN THEIR SEATS AND THE PURSER ASKED IF WE WANTED HIM TO EVAC. THE EVAC ALARM HAD BEEN GOING OFF SINCE BEFORE WE OPENED THE DOOR. I TOLD HIM TO EVAC IMMEDIATELY. THE PURSER THEN OPENED 1L AND 1R; AND THE SLIDES DEPLOYED. I DID NOT OBSERVE ANY SMOKE IN THE CABIN AT THIS TIME; BUT THE EVAC HAD ALREADY BEEN INITIATED. THE PURSER I ALSO NOTICED WAS JUMPING UP AND DOWN AND WAIVING HIS ARMS WILDLY TO THE FLT ATTENDANTS IN THE BACK; BUT I WASN'T SURE WHY. LATER ON; I FOUND OUT THAT THEY DETERMINED THAT HE WAS TRYING TO TELL THEM NOT TO POP THE SLIDES AT 2L AND 2R; SO THEY NEVER GOT DEPLOYED. BY THE TIME ENOUGH PAX HAD EVACED OUT OF 1L AND 1R; I COULD NOW SEE THAT THIS WAS THE CASE; BUT WE WERE SO CLOSE TO COMPLETING EVAC; I CONTINUED TO ASSIST THE PAX OUT OF JUST 1L AND 1R. NO ONE WAS INJURED IN THE EVAC. AFTER ALL THE REST OF THE CREW MEMBERS WENT DOWN THE SLIDE AT 1L; I MADE A SWEEP OF THE CABIN TO INCLUDE CHKING UNDER ALL SEATS; AND DETERMINING THAT THEACFT WAS EMPTY; DEPLANED DOWN THE 1L SLIDE. THE NEXT SEVERAL HRS WERE SPENT ASSISTING PAX; COORDINATING WITH THE FIRE DEPT; DISPATCH; AND MAINT; AND GOING BACK UP THE SLIDE TO TURN OFF THE BATTERY SWITCHES AS I HEARD THE NOSEWHEEL HORN STILL GOING OFF. THEN I SENT THE FO BACK UP THE SLIDE TO OPEN THE DOOR AT 2L (DISARMED) SO OPS COULD SET UP THE AIR STAIRS; AND WE REMOVED ALL OF THE PAX CARRY-ONS AND ALL THE PERSONAL ITEMS WE COULD FIND SO WE COULD DELIVER THEM TO THE PAX ONCE THEY HAD BEEN TRANSPORTED TO THE TERMINAL.
