Narrative:
After arriving in sea and landing to the south; cleared by ground to taxi to gate. Cleared in by ramp tower and transitioned north on taxiway west. Linemen in place under new procedure were waiting to apply power and air rather than acting as wing walkers to clear vehicle traffic which crosses at entry to gate. Vehicles on south side of gate stopped; but just as we made our turn into gate a police vehicle continued from the north side and drove directly in front of the aircraft. The police vehicle did not have on any flashing lights. Captain had to make a hard stop in order to avoid collision with police vehicle. After police vehicle cleared; we continued in and parked at the gate. Notified ground control and ramp tower that a police vehicle had pulled in front of us. Need to have wing walkers to clear vehicle traffic especially at gates where the traffic passes right in front of the gate.

Narrative: AFTER ARRIVING IN SEA AND LNDG TO THE S; CLRED BY GND TO TAXI TO GATE. CLRED IN BY RAMP TWR AND TRANSITIONED N ON TXWY W. LINEMEN IN PLACE UNDER NEW PROC WERE WAITING TO APPLY PWR AND AIR RATHER THAN ACTING AS WING WALKERS TO CLR VEHICLE TFC WHICH CROSSES AT ENTRY TO GATE. VEHICLES ON S SIDE OF GATE STOPPED; BUT JUST AS WE MADE OUR TURN INTO GATE A POLICE VEHICLE CONTINUED FROM THE N SIDE AND DROVE DIRECTLY IN FRONT OF THE ACFT. THE POLICE VEHICLE DID NOT HAVE ON ANY FLASHING LIGHTS. CAPT HAD TO MAKE A HARD STOP IN ORDER TO AVOID COLLISION WITH POLICE VEHICLE. AFTER POLICE VEHICLE CLRED; WE CONTINUED IN AND PARKED AT THE GATE. NOTIFIED GND CTL AND RAMP TWR THAT A POLICE VEHICLE HAD PULLED IN FRONT OF US. NEED TO HAVE WING WALKERS TO CLR VEHICLE TFC ESPECIALLY AT GATES WHERE THE TFC PASSES RIGHT IN FRONT OF THE GATE.
